fa فراتحلیل کیفی پژوهش های اجرای خط مشی عمومی در ایران (مروری بر عوامل و چالش های کلیدی) تخصصي Special پژوهشي Research <p><span style="font-size:12pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span calibri="" style="font-family:"><span b="" lang="AR-SA" lotus="" style="font-family:">چکیده:</span></span></span></span></span></span></p> <p style="text-align: justify;"><span style="font-size:12pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span calibri="" style="font-family:"><span b="" lang="AR-SA" lotus="" style="font-family:">هدف اصلی این مقاله ارائه یک تصویر جامع از تحقیقات انجام‌شده در حوزه اجرای خط‌مشی عمومی در ایران طی دو دهه اخیر است. با استفاده از روش فراتحلیل تلاش شده الگوهای مشترک، عوامل کلیدی مؤثر و چالش‌های برجسته‌ای که در ادبیات پژوهشی ایران به آنها پرداخته شده، شناسایی و تحلیل شوند. اجرای خط‌مشی عمومی به‌عنوان یکی از مراحل حیاتی سیاست‌گذاری در ایران با چالش‌های متعددی روبه‌رو بوده است. این مقاله با استفاده از فراتحلیل کیفی به بررسی یافته‌های پژوهش‌های مرتبط با این حوزه پرداخته و روندها، عوامل مؤثر و چالش‌های برجسته را استخراج می‌کند. پژوهش‌های مرتبط با اجرای خط‌مشی عمومی در بازه زمانی </span><span b="" lang="FA" lotus="" style="font-family:">۱۳۸۰</span><span b="" lang="AR-SA" lotus="" style="font-family:"> تا </span><span b="" lang="FA" lotus="" style="font-family:">۱۴۰۳</span><span b="" lang="AR-SA" lotus="" style="font-family:"> به‌صورت نظام‌مند از پایگاه‌های داخلی و خارجی جمع‌آوری شده و داده‌ها به روش کیفی، کمی، اسنادی و تحلیلی بررسی شده‌اند. یافته‌ها نشان می‌دهند که عوامل سازمانی، مالی، قانونی، اجتماعی-فرهنگی، تعاملات بین‌سازمانی و فنی نقش مهمی در موفقیت یا ناکامی اجرای خط‌مشی عمومی ایفا می‌کنند. در نهایت، نتیجه‌گیری این پژوهش بر اهمیت تقویت تعاملات بین‌نهادی، رفع موانع ساختاری و ارتقای ظرفیت منابع انسانی و مالی به‌عنوان عوامل کلیدی موفقیت خط‌مشی‌های عمومی تأکید دارد.</span></span></span></span></span></span></p> <p><br> <br> &nbsp;</p> <span style="font-size:12pt"><span style="line-height:normal"><span calibri="" style="font-family:"><b><span new="" roman="" style="font-family:" times="">Abstract</span></b></span></span></span> <div style="text-align: justify;"><span style="font-size:12.0pt"><span style="line-height:115%"><span new="" roman="" style="font-family:" times="">The main objective of this article is to present a comprehensive picture of the research conducted in the field of public policy implementation in Iran over the past two decades. Using the meta-analysis method, an attempt has been made to identify and analyze common patterns, key influencing factors, and prominent challenges that have been addressed in the Iranian research literature. Public policy implementation, as one of the vital stages of policymaking in Iran, has faced numerous challenges. This article uses qualitative meta-analysis to examine the findings of research related to this field and extracts trends, influencing factors, and prominent challenges. Research related to public policy implementation during the period 1380 to 1403 was systematically collected from domestic and foreign databases, and the data was examined using qualitative, quantitative, documentary, and analytical methods. The findings show that organizational, financial, legal, socio-cultural, inter-organizational, and technical factors play an important role in the success or failure of public policy implementation.
