Abstract
The main objective of this article is to present a comprehensive picture of the research conducted in the field of public policy implementation in Iran over the past two decades. Using the meta-analysis method, an attempt has been made to identify and analyze common patterns, key influencing factors, and prominent challenges that have been addressed in the Iranian research literature. Public policy implementation, as one of the vital stages of policymaking in Iran, has faced numerous challenges. This article uses qualitative meta-analysis to examine the findings of research related to this field and extracts trends, influencing factors, and prominent challenges. Research related to public policy implementation during the period 1380 to 1403 was systematically collected from domestic and foreign databases, and the data was examined using qualitative, quantitative, documentary, and analytical methods. The findings show that organizational, financial, legal, socio-cultural, inter-organizational, and technical factors play an important role in the success or failure of public policy implementation. Finally, the conclusion of this research emphasizes the importance of strengthening inter-institutional interactions, removing structural barriers, and improving human and financial resource capacity as key factors for the success of public policies
